M., Winona Police Officers (Officers) responded to a residence located at West 7th Street, in the City and County of Winona, Minnesota, regarding a theft call. Reporting party (Victim) reported that her ex-boyfriend, Henry Clay Minter Lamkin III, [DOB REDACTED] (Defendant), has been increasingly harassing her and had come to her apartment today. When Officers arrived at the scene, they spoke with Victim. Victim [NAME REDACTED] had moved out of Defendant’s home after an incident that occurred in May 2025. Victim stated that Defendant does not live with her and has never stayed overnight at her apartment.
Victim reported that over the last few days, Defendant has been “blowing up her phone” by calling her almost 100 times per day and constantly texting her. Victim [NAME REDACTED] had called today and stated he found a storage bin containing pictures Defendant believed Victim [NAME REDACTED]. Victim [NAME REDACTED] could bring the bin to her, but Defendant needed to leave it outside the front door of the apartment building. Victim said the front door to the building is locked. Victim [NAME REDACTED] has made it clear to Defendant that he is not welcomed at her apartment.
Victim [NAME REDACTED] has not allowed Defendant into her apartment for one to two months. Victim stated she waited several minutes before going outside to retrieve the bin. Victim reported when she opened her apartment door, Defendant was inside the building and standing directly outside her door. Victim [NAME REDACTED] attempted to close the door with both hands, but Defendant used the storage bin and his weight and forced the door open. Victim [NAME REDACTED] invite Defendant inside, and she was not able to stop him from entering.
Victim [NAME REDACTED] was afraid of Defendant. Victim [NAME REDACTED] is not physically violent with her, but Defendant equates respect as her being obedient to him. Victim [NAME REDACTED] intimidates her every few months, but he doesn’t make outright threats. Victim [NAME REDACTED] has been physical towards other men. Victim advised Defendant to put down the storage bin and to leave. As Defendant was walking out of Victim’s apartment, Victim saw Defendant with her phone. Victim [NAME REDACTED] had been on the sofa near where Defendant left the bin.
Victim told Defendant he needed to leave the phone. Victim [NAME REDACTED] was taking the phone because he had paid for it. Victim [NAME REDACTED] had the phone since 2018 and described it as a rose gold color with a blue case. Victim stated the phone 3 ••-CR-••-•••• Filed in District Court State of Minnesota 3/10/2026 was an Android Galaxy JS that cost her $600 new in 2018. Victim [NAME REDACTED] was very upset because Defendant now had access to all her banking and private communications with others because her phone was not password protected.
