That on or about January 26, 2026, at approximately 12:50 A.M., an officer with the Coon Rapids Police Department was conducting routine patrol near Country Inn and Suites, located on or around Coon Rapids Boulevard NW, Coon Rapids, Anoka County, Minnesota. During this time, an officer observed a 2006 Chevrolet Impala, bearing Minnesota license plate HYZ713, in the parking lot of the aforementioned business. An officer observed the vehicle approach an unknown male, who appeared to enter the vehicle on the passenger-side.
Then, the vehicle proceeded to exit from the location. The officer observed the vehicle had a burnt-out license plate light. Based upon the motor vehicle violation, the officer initiated a traffic stop. As the vehicle proceeded southbound on Foley Boulevard NW, the vehicle began to slow down. However, the vehicle suddenly and rapidly accelerated from the officer. The officer activated the vehicle emergency sirens, and began to pursue the vehicle. The vehicle continued to evade law enforcement, traveling westbound on Highway 610 NW until the intersection of 85th Avenue North, at which point law enforcement terminated the pursuit.
During the pursuit, law enforcement was unable to identify the driver. A KOPS alert was issued on the vehicle. However, law enforcement did identify the registered owner of the vehicle as ALLYSON PAIGE CIHLAR (D. O. B. 08/23/2001), hereinafter Defendant. On January 27, 2026, a detective with Coon Rapids Police Department responded to the City of Bloomington, as the Bloomington Police Department had located the previously-described Chevrolet Impala. Bloomington Police Department Officers further located Defendant with the vehicle.
Defendant was secured by Bloomington Police Department personnel due to an active warrant. The vehicle was towed to PF2 for forfeiture proceedings. Upon arrival, the Coon Rapids Police Department personnel photographed the vehicle and secured a cellular device that was located on the driver’s seat. Law enforcement subsequently applied for, and executed, a search warrant on the cellular device. On February 25, 2026, a detective received a call from Defendant inquiring about the status of her vehicle.
When questioned about who was driving during the January 26 incident, Defendant did not answer and remained silent on the phone for approximately 45 seconds. On the same day, law enforcement conducted a review of the Cellebrite report associated with the phone seized in Bloomington. The phone was identified as belonging to Defendant. In review of the records, law enforcement located evidence that identified Defendant as the driver of the fleeing motor vehicle back on January 26. Specifically, law enforcement located multiple messages between Defendant and M. G. Between the hours of 10:25 P.M. On January 25, 2026, and 1:25 A.M. On January 26, 2026, in which Defendant, at least at times, discusses her location in Coon Rapids.
