The Complainant having reviewed the applicable reports believes the following facts to be true: On November 2, 2025, at 12:28 AM, a Maplewood Police officer heard a report of a vehicle stuck on train tracks near McKnight Road and Ivy Avenue in Saint Paul, Ramsey County. The officer was aware that Saint Paul police were responding to a high priority incident, so the officer responded to the stuck vehicle. The officer identified the driver as Jared Aiden CHYCOTA [DOB REDACTED], the defendant herein.
The defendant stated that he had to turn quickly to avoid an animal and ended up on the tracks. His eyes were bloodshot and watery and there was a heavy odor of alcohol on his breath. His speech was slurred. He admitted to having two glasses of whiskey about two hours prior. The defendant performed Standard Field Sobriety Tests, which further indicated impairment. The defendant did not properly follow instructions and lost his balance. A PBT showed a BAC of.23. The defendant was taken into custody and transported to the Ramsey County Law Enforcement Center.
The officer read the Breath Test Advisory and the defendant agreed to provide a breath sample. The DMT showed a BAC of.22 at 1:57 AM.
