On July 13, 2025, Ofc. C. Slater was dispatched to a burglary/theft at a residential apartment in Northwest Rochester, County of Olmsted, State of Minnesota. Upon arrival, Ofc. Slater made contact with an adult male (hereinafter "Victim"). Victim [NAME REDACTED] at the apartment with, among others, his son Abula Cham (8/17/07). According to Victim, Cham took Victim's motor vehicle to the residence of MOSES JOSEPH OGAK [DOB REDACTED] on July 8, 2025. OGAK is a friend to Cham. Later on July 8-9, 2025, Cham was arrested (ICR 25-34696, 55-JV-25-5375). After Cham's arrest, OGAK called Victim, [NAME REDACTED]. Later on July 9, 2025, Victim went to pick up his motor vehicle and the keys thereto.
Victim's car keys that were left at MOSES OGAK's house also had a spare apartment key attached. When Victim arrived at the OGAK residence ([ADDRESS REDACTED] NW), Victim was confronted by two older males who stated that MOSES OGAK had the keys to the vehicle in his room but the room was locked and MOSES OGAK was not home. Later, Victim returned with a spare set of keys and collected his motor vehicle. On July 12, 2025, Victim was gone for work between 7:40 am and 10:30 pm. The only apartment key was left with Victim's sister in law, who lived a few apartments away.
When Victim [NAME REDACTED] at his apartment after 10:30 pm on July 12, 2025, Victim [NAME REDACTED]. Victim put on a pair of "slides" (casual, open-toed footwear) when he realized that the slides were not his and had not been left by Cham (who was still in detention). Victim [NAME REDACTED] into the bathroom to check his lockbox of cash which Victim [NAME REDACTED] in the bathroom. According to Victim, [NAME REDACTED] in a purple backpack tucked inside a plastic box covered by household items. Victim [NAME REDACTED] was as it had been, except the black lockbox was missing.
Victim [NAME REDACTED] had been saving cash in the lockbox for over five years and the total was greater than $35,000. Victim had last seen the lockbox on July 11, 2025. Victim also stated that a pair of shoes were missing from Cham's bed. On July 13, 2025, Victim [NAME REDACTED]. Slater that the slides belonged to 2 55-CR-26-1637 Filed in District Court State of Minnesota 3/5/2026 Cham and had been in the motor vehicle left at the OGAK residence. As of July 13, 2025, MOSES OGAK had still not returned the keys.
On July 28, 2025, Det. Gagnon spoke with another child (not Cham) of Victim (hereinafter "Witness"). Witness reported that she was alone in the apartment on July 11 or 12, 2025 when MOSES OGAK entered without knocking. OGAK let himself in and did not state a reason for his visit. OGAK left shortly after. During that meeting with law enforcement, Witness identified MOSES OGAK to a 95% certainty. Other witnesses identified and spoken to by Det. Gagnon stated that MOSES OGAK had recently acquired a Mercedes Benz and had been spending a large amount of money on travel, nightclubs, and other activities.
