On June 4, 2025, at 11:48 PM, Blaine Police Officer Prokosch was on patrol and observed a black Chrysler 300 (MN/ZGA682) in front of him whose passenger side tires were making contact with the fog line and center lane as it traveled northbound on Central Ave NE from 117th Ave NE in Blaine, Anoka County. Prokosch conducted a traffic stop and made contact with the driver, explaining his reason for stopping the driver. While the driver was looking through her wallet for her driver's license, Prokosch observed a small ziplock style baggie which based on training and experience commonly contains narcotics.
Prokosch asked the driver what was in the baggie in her wallet and she stated, "probably no good stuff" and handed Prokosch the baggie which contained a clear crystal-like substance. The driver was identified by her MN driver's license as Penny Lynn Thelen [DOB REDACTED], the defendant herein. Officer Prokosch requested the defendant step out of the car. The defendant placed her wallet back on top of her purse and began digging in her purse. Prokosch advised the defendant a second time to exit the vehicle and the defendant stepped out of the car.
Officer Prokosch searched the purse that was sitting on the front passenger seat. In the center zipper pocket, Prokosch found a pink zipper type bag, a large blue ziplock bag and multiple smoking devices. Inside the large blue ziplock baggie was a clear crystal-like substance. Inside the pink zipper bag were numerous small clear baggies, commonly used to transport narcotics, a medium-sized ziplock bag with a larger amount of a crystal-like substance, and two small baggies that contained a crystal-like substance.
All of the substances were tested at the forensic laboratory and were positive for methamphetamine and weighed 16.294 grams, 2.807 grams, 0.523 grams, 0.287 grams and 28.479 grams for a total of 48.39 grams. The defendant was previously convicted of Fifth Degree Controlled Substance Crime in Anoka County on July 11, 2012 (Court File No. ••-CR-••-••••).
