On 1/15/26, Shakopee Police Officer Corey McGoverrn was dispatched to a weapons call in Savage, Scott County, Minnesota. As he approached the area he observed the suspect vehicle. He conducted a traffic stop on the vehicle and observed multiple occupants. The driver was identified as Justice Tom Lussier, [DOB REDACTED], (“Defendant Lussier”). The front passenger was identified as Malik Cortez Hanks, [DOB REDACTED], (“Defendant Hanks”). There was an identified juvenile male in the rear seat. The officers searched the vehicle and located a Micro Draco handgun underneath the rear passenger seat, a Polymer80 handgun underneath the front driver sear, a SAR9 handgun underneath the front passenger seat, and a less-lethal pepper-ball-style device designed to resemble a handgun in the glovebox.
Each firearm was within arm’s reach of the occupants. Defendant Lussier and Defendant Hanks were arrested. An identified adult male, (“Victim”), was interviewed by police. He stated two of the suspects broke into his 2021 Dodge Charger which was parked in his driveway. They attempted to steal it. The rear passenger window was smashed, the leather flap under the steering wheel was pulled open, and molding under the glove box was ripped down. He believed the damage to be well over $1,000. Victim [NAME REDACTED] one of the suspects brandished a black handgun when Victim [NAME REDACTED]. Police reviewed video of the incident and determined Defendant Hanks and the juvenile broke into the vehicle, and Defendant Lussier awaited in the vehicle they were stopped in to drive away.
