On December 17, 2025, St. Paul Park police officer A. Kittleson was dispatched to a report of a motor vehicle stolen from the address of 623 4th St within St. Paul Park, Washington County. According to the identified caller, she was in the front living room of her home when she heard her truck, a black 2014 Chevrolet Tahoe, start. The Tahoe had pieces of lumber affixed to its roof. The caller looked out her front window and observed the vehicle pulling away from her driveway. The caller believed her ex- boyfriend, CHARLES MAURICE BUGG had driven off in her motor vehicle.
Washington County Sheriff's Deputy M. O'Hara received information via dispatch related to the incident involving the Tahoe. While on routine patrol, Deputy O'Hara was in the area of the vehicle's travel path. Dep. O'Hara located the motor vehicle and performed a traffic stop. Dep. O'Hara identified the driver as BUGG. BUGG had multiple felony arrest warrants. BUGG was placed under arrest. During a search of BUGG's person, law enforcement located a white crystalline substance in his pocket. The substance, later weighed at one gram, field tested positive for methamphetamine.
In a post-Miranda statement, BUGG confirmed he knew the substance to be methamphetamine.
