Probable Cause
On 03/27/2026, a Ramsey County Investigator saw a 2025 U-Haul Ford Transit van (AZ/AN38622) driving west on Maryland Ave near White Bear in St. Paul, Ramsey County. Seeing that the van occupants were looking at the squad and knowing that a vehicle matching the van’s description had been reported stolen, the Investigator turned around and followed the van. The driver of the van, later identified as Rebecca Lynn ZIEMER ([DOB REDACTED]) sped up, turned north on Kennard St, and accelerated away. The investigator activated the squad’s emergency lights and sirens in an effort to stop the van, but ZIEMER fled north on Kennard St. ZIEMER ran multiple stop signs without slowing down and reached speeds over 80 miles an hour in residential neighborhoods with speed limits of 20-25 miles an hour.
ZIEMER fled west onto Maryknoll, south over Frost Ave, then west on Cope St. Another squad successfully deployed stop sticks at Edgerton St, but ZIEMER continued to flee at speeds of about 60 miles an hour. With the van’s tires deflating, the Investigator performed a PIT maneuver on the van northbound 61 near Highway 36 causing the van to stop. The vehicle’s occupants were removed. ZIEMER’s driver’s license was found to be Canceled – IPS and she had a felony warrant for Auto Theft. The passengers were identified as Justin Wade DIAZ ([DOB REDACTED]) and Shanna Nicole HANSEN ([DOB REDACTED]). During a post-Moranda statement, ZIEMER said she fled because DIAZ told her to and because she had a warrant.
ZIEMER said she got the U-Haul from DIAZ's friend but knew nothing else about the “friend.” ZIEMER has more than five prior felony convictions. For purposes of Rule 6.
