That on or about April 19, 2026, law enforcement with the Saint Francis Police Department were dispatched to 2890 235th Avenue NW, Saint Francis, Anoka County, Minnesota for a possible domestic assault. Prior to arrival, law enforcement was informed the male suspect was intoxicated and operating a motor vehicle. Upon arrival, law enforcement met with complainant [NAME REDACTED] S. C. Immediately pointed at a white truck sitting at the intersection of Eidelweiss Street NW and 235th Avenue NW, and again informed law enforcement that the driver was possibly under the influence, and was assaultive prior to leaving the aforementioned residence.
Law enforcement re-entered their squad car, and located the white, GMC Sierra truck, bearing Minnesota license #821NU1. Law enforcement observed multiple traffic violations. A traffic stop was initiated. Upon approach, law enforcement identified the sole occupant and driver as JASON ROBERT KELLY [DOB REDACTED], herein after Defendant. Law enforcement observed multiple signs of impairment, including heavily slurred speech, bloodshot, watery eyes, and the strong odor of an alcoholic beverage emitting from Defendant’s vehicle.
It should be noted that law enforcement observed an opened Busch Light beer can open, with residual contents, sitting on the driver’s seat by the armrest. When asked, Defendant advised he had “a couple” of drinks prior to driving. Law enforcement requested the Driver complete standard field sobriety tests, which Defendant refused. Defendant also refused to complete a Preliminary Breath Test. Defendant was placed under arrest and transported back to the Saint Francis Police Department for a chemical test.
After reading the breath test advisory, Defendant refused to provide a breath sample. Defendant was then transported to the Anoka County Jail. While in booking, jail staff located a small baggie containing a white powdery substance in Defendant’s wallet. The baggie was seized by jail staff. A subsequent NIK Test confirmed the white powdery substance as Cocaine, a controlled substance. The total package weight of the Cocaine was.5 grams. Law enforcement conducted follow-up investigation related to the domestic assault that had occurred at the S. C.’s residence, located at the aforementioned address.
S. C. Explained that Defendant arrived, uninvited to a party that was occurring at S. C.’s residence. Defendant appeared to be under the influence upon arrival. During his time at the party, S. C. Observed Defendant assault L. K. By shoving her. Law enforcement interviewed L. K., who identified Defendant as her husband. L. K. Admitted Defendant was yelling at her but denied anything physical had occurred.
