On 12/22/25 at approximately 8:03 P.M., Minnetonka Police officers stopped a vehicle in the area of Bren Road East and West in the city of Minnetonka, county of Hennepin. The vehicle was starting to exit the parking lot in that area after Officer King determined the registered owner had no license. Officer King observed the male driver matched the registered owner description as he started to exit the property and he then pulled in the parking lot with his hazard lights on. The male later turned out the east side of the parking lot and turned right to southbound Bren Road.
As Officer King exited the lot the driver pulled over on the road. Officer King made contact with the driver and identified him as Dion Michael Rozumny, [DOB REDACTED]. The defendant was unable to provide proof of insurance on the vehicle. The Defendant was determined to have multiple prior no insurance cases. Officer King observed a metallic object sticking out of the male’s pocket which he showed Officer King was a knife. He indicated he has been driving 40 years without a license. A routine records check revealed the defendant’s driver’s was previously cancelled and the cancellation continued through the date of this offense, defendant had multiple prior charges for driving after cancellation.
Defendant was later arrested for the no insurance offense and the female passenger was arrested on warrant. The defendant later became lethargic and said he had swallowed fentanyl, was assessed by paramedics and transported to Southdale hospital. Pursuant to an inventory search of the vehicle Officers located a pair of brass knuckles with a built in switch blade and window smasher as a dangerous weapon; Officers also located a black ski mask in the headrest of the driver’s seat, miscellaneous ID’s in various people’s names, containers known to typically contain drugs, a 40 caliber Glock magazine with one Smith and Wesson 40 caliber round in it, hypodermic needles and alcohol pads and scrap metal, a 40 caliber Hi-point handgun wrapped in a plastic bag tucked away in the engine block with five 40 caliber rounds in the magazine, another Smith and Wesson 22 caliber handgun underneath the paneling in the driver’s side rear wheel well, an empty Smith and Wesson 22 caliber magazine deeper in the wheel well, a 50 count box of ammunition in the rear passenger wheel well, etc.
Officers determined the defendant possessed the firearms by virtue of where they were located on and about the vehicle, and the firearms were in a public place not in properly locked and stored containers. Defendant has no permit to carry. Defendant is prohibited from possession of firearms by virtue of his prior felony cases/convictions. Defendant’s prior convictions include recorded guilty pleas to felonies on the following files, which were accepted and recorded: 19HACR16-3640 (felony domestic abuse no contact order) and 62CR17-5799 (fleeing in motor vehicle).
