Your complainant is employed by the Columbia Heights Police Department. In that capacity, complainant has reviewed official reports and has learned substantially the following: On November 29, 2025, at approximately 12:44 AM, Officers were dispatched to a property damage crash 4304 6th St Ne, Columbia Heights, Anoka County, Minnesota. Upon arriving Officer Navarrette spoke with witness SS, [DOB REDACTED] who advised he heard a big bang went outside and observed a male, who was later identified as Jose Augusto Barros Campoverde, [DOB REDACTED], the defendant herein, exit a car (MN plate # [PLATE REDACTED]) that had hit a tree.
SS advised that he asked the defendant if he was ok at which time the Defendant fled the scene on foot. Officer Abdullahi subsequently located the Defendant running into the alleyway east of 45th and 4th Street. Officer Abdullahi stopped the Defendant who admitted to driving the subject vehicle and crashing into a tree. In speaking with defendant, the Officer detected an odor of alcoholic beverage coming from defendant. Defendant displayed bloodshot and watery eyes and poor balance. Defendant showed impairment on the following field sobriety tests: horizontal gaze nystagmus.
Defendant blew a fail (0.255) reading on a PBT. After being read a Minnesota Breath Test Advisory, defendant agreed to submit to breath testing. That test revealed the defendant's alcohol concentration to be 0.18 at 2:20 am on November 29, 2025. A review of the Defendant’s criminal history indicates he has a prior impaired driving related loss of license on 3/26/2025. A review of Defendant's DL record indicates his driving privileges are revoked.
