Your Complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on January 30th, 2026, at approximately 8:43 PM, Owatonna Police were dispatched to the 350 block of Main Street East, Owatonna, MN, County of Steele for a person in crisis/domestic assault. Prior to arrival police arrival, the 911 caller reported her son is having a breakdown, wanting to kill everyone, male is screaming, a 35-year-old male, has been drinking, three people are in the house, and the 911 caller stopped answering questions, very chaotic sounding scene, male saying "I'll f****** end you all" and "quit playing f****** stupid." Sergeant Schumaker, Officer Reyes Mijares, and Officer Malepsy arrived on scene and made contact with two females in the driveway.
The females were identified as V. K. And M. H. Officer Malepsy observed V. K. And M. H. To be physically and emotionally distraught and were having a tough time telling Officers what all happened. Officers were informed that the male they were called for was Kelby Owen Halling ([DOB redacted]), and he was inside with G. N. Sergeant Schumaker made contact with M. H. M. H. Was crying and visibly upset. M. H. Stated the following: "You're looking for Halling, he's still in the residence. G. N. Is still in the house with Halling.
Halling is schizophrenic and he grabbed me by the throat. He's paranoid and thinks we're out to get him." Officers entered the residence and were informed that Halling was downstairs with G. N. Sergeant Schumaker and Officer Malepsy proceeded down the stairs into the basement living area. As Officer Malepsy rounded the corner of the stairs, he heard Halling say the following: "I don't give a f***," "I'll kill them all," and "give me the f****** gun." Halling emerged from a dark room and charged at Sergeant Schumaker.
Halling had white foam in the corners of his mouth. Halling charged at Sergeant Schumaker so quickly that Sergeant Schumaker didn't have time to do anything other than grab onto Halling's arms in an attempt to gain control of him. Halling burst past Sergeant Schumaker and grabbed Officer Malepsy around the throat with his right hand, with his thumb on the right side of Officer Malepsy's throat and his fingers around the left side. Halling had enough force and strength to get past Sergeant Schumaker and lift Officer Malepsy off the ground and place him on his back on top of the coffee table.
Halling then turned towards a shelf that had an open orange razor blade sitting on it. Sergeant Schumaker watched Halling lunge towards the razor blade and attempt to pick it up. Sergeant Schumaker bear-hugged Halling around his shoulders and threw his weight towards the couch they were standing next to. This was done in an attempt to get Halling away from the razor blade, Halling and Sergeant Schumaker fell onto the couch together. Sergeant Schumaker requested G. N. To remove the knife from the area.
