All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On June 14, 2026, at approximately 10:55 A.M., officers with the Duluth Police Department responded to [ADDRESS REDACTED], in Duluth, St. Louis County, Minnesota, on the report of a physical domestic. Officers arrived on scene and spoke with a woman born 2006, hereinafter referred to as the Victim. The Victim said that she and a man later identified as ROBERT LASHAUN HALL, [DOB REDACTED], hereinafter referred to as the Defendant had been involved in a romantic relationship for the past five years.
That morning, the Defendant saw something inside the apartment that upset him and began arguing with the Victim. The Defendant wanted the Victim to come outside with him to talk. The Defendant became physical with the Victim. First, near the front door, the Defendant grabbed hold of the Victim's neck and choked her. The Defendant used two hands and squeezed and pushed her against the banister. They then walked toward the intersection of North Seventh Avenue East and East Fourth Street where the Defendant used one hand around the middle of the Victim's neck and again strangled her.
The Defendant then pulled the Victim down the avenue toward the alley. The Victim was telling the Defendant she did not want to go with him and asked him to stop and leave. The Defendant threatened the Victim saying "if you don't want nothing else bad to happen, just come on." The Victim [NAME REDACTED] onto poles and railings to resist but the Defendant either picked her up or dragged her by the arms to go with him. Near the alley, the Defendant again put one hand around the Victim's throat and forced her to the ground.
The Defendant was trying to get the Victim on the ground by her throat. The Victim fell to the ground due to a combination of the Defendant pushing her and the Victim [NAME REDACTED] had hold of her throat. The assault continued behind the residences. A bystander attempted to intervene by grabbing the Victim and trying to pull her away from the Defendant. The Defendant had the Victim in a bear hug for approximately five minutes during that struggle. The entire incident lasted approximately 20 to 30 minutes.
Officers saw visible injuries on the Victim. The majority were on the right side of her neck and included multiple scratches, red marks and a small bruise that had already formed. The Victim also had marks or bruises which were forming on her arms. Officers were able to locate the Defendant and take him into custody. The Defendant declined to make a statement but made a spontaneous utterance in which he attempted to explain that he never punched anybody, saying "the most I did.was grab her." Stat. 609.49, intentional failure to appear for duly scheduled court appearances may result in additional criminal charges, and in addition to any arrest warrant that may otherwise be issued by the Court.
