On March 2, 2026, at approximately 9:53 A.M., Officer Mattson was traveling southbound on Friberg Avenue in Fergus Falls, Otter Tail County, when he observed a dark-colored Jeep with window tint darker than lawfully allowed. Officer Mattson turned around and began to follow the vehicle which turned immediately onto Northern Avenue from Friberg Avenue. Officer Mattson initiated traffic stop on the vehicle. After the vehicle stopped, Officer Mattson observed the driver of the vehicle to be making furtive movements.
Based on Officer Mattson's training and experience, the frantic movements were consistent with hiding contraband. Officer Mattson approached on the driver's side and identified the driver as Joshua Kampsen, the above- named defendant. While speaking with the defendant, Officer Mattson observed the defendant to be abnormally hyperactive. Officer Mattson had a previous interaction with the defendant wherein he was arrested for driving while under the influence of a controlled substance. Officer Mattson further observed an odor of alcoholic beverage coming from within the vehicle.
Officer Mattson made an observation of an alcoholic container on the passenger side seat that appeared to be half empty. The defendant stated that he had just dropped his child [NAME REDACTED], went over to another individual's residence where he was for approximately ten minutes before their house to head home. The defendant admitted to having a different bottle of alcohol in the vehicle. Officer Mattson conducted a search of the vehicle and located small baggie tucked between the driver's seat and center console area.
The baggie contained a white residue consistent with methamphetamine. The defendant was placed under arrest and later transported to the Otter Tail County Detention Facility. A search of the vehicle produced the second open bottle of alcohol that was identified by the defendant. The purported methamphetamine weighed 0.68 grams and field tested positive for methamphetamine. PLEASE TAKE NOTICE: Pursuant to Minn.
