On May 13, 2025, Officer McSweeny met with a CRI regarding a potential controlled buy. The CRI identified Kanell Angelo Powers [DOB REDACTED] as an individual who had previously sold the CRI powdered fentanyl. The CRI stated that they have contacted Powers previously via phone and provided a phone number (identified in police reports). While law enforcement was speaking with the CRI, the CRI contacted Powers and was advised by Powers where and when to meet for a sale of fentanyl. Officers outfitted the CRI with a recording device and prerecorded cash.
The CRI was observed on their way to meet with Powers and the exchange was observed by additional law enforcement officers. The CRI arrived at the prearranged location and met with Powers. Powers provided a substance in exchange for the predetermined amount of cash. The substance was wrapped in tin foil. At the ADC, the substance tested presumptively positive for fentanyl and weighed 1.6 grams without packaging. The CRI was observed leaving the meeting with Powers, did not alter the substance or packaging, and was searched before and after the arranged sale.
The CRI recognized Powers as the person who sold them the substance. Fentanyl is a narcotic drug. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
