On or about November 15, 2025 at approximately 5:31 PM, Officer Kaspszak of the Woodbury Police Department responded to a reported theft at the Lunds and Byerlys located at 7050 Valley Creek Plaza in the City of Woodbury, Washington County, Minnesota. The officer learned that a male suspect, later identified from prior contacts as LUCAS MARK MOREN [DOB REDACTED], Defendant herein, had stolen steaks and left the location towards Woodlane Drive. The officer made contact with store manager N. C., who advised that he had observed Defendant place meat products in his backpack and followed him out the exit, where he learned from a third-party that Defendant got on a skateboard and went to the bus station.
The officer reviewed store surveillance video that showed Defendant select six porterhouse steaks, five ribeyes, four New York strips, and two roasts from the meat section and place them in a shopping basket. Defendant then went to the bathroom with the basket, but left the bathroom without it. Defendant's backpack appeared to sag as if it were more full than when he had walked in. Defendant then passed all points of sale and exited the store in possession of the products without providing payment.
Defendant did not have permission to leave the location without first providing payment. The total dollar value of the stolen items was $373.69. Defendant was found to have been previously trespassed from the location on February 19, 2025. Defendant is currently on probation for theft (••-CR-••-••••) and has two open and pending theft files (82- CR-25-4154 and ••-CR-••-••••). Based on the State's concern for ongoing criminal activity, this document is being submitted as a complaint warrant.
