On February 17, 2026, JAMES JOSEPH CASAREZ [DOB REDACTED] was sentenced on a charge of driving after cancellation – inimical to public safety in Ramsey County District Court file 620-CR-25-8903. Casarez’s license remains cancelled. On March 24, 2026, Casarez appeared in Ramsey County District Court file 62-CR-26- on felony VOCSL 5 charges. The State asked for bail; the bench released Casarez on his own recognizance. On April 6, 2026, officers responded to a report about a black Jeep bearing Minnesota license plates HUW217 that had been running for 2 hours at the intersection of Flandrau Street and Stillwater Avenue, St. Paul, Ramsey County.
Officers found a Jeep Compass bearing plates HUW217 parked at that location. The Jeep was running with its brake lights on. Casarez was passed out in Jeep’s driver’s seat. Officers identified Casarez, discovered his driver’s license was cancelled, and arrested him. Officers searched Casarez and recovered a bag of crystal that fell to the ground from Casarez’s jacket pocket. Casarez tried to cover the bag with his foot when it fell to the ground. The contents of the bag tested positive for the presence of methamphetamine and weighed 3.05 grams.
Casarez has 15 prior felony convictions dating back to 1998.
