On November 11, 2025, at 9:56 P.M., Lino Lakes Police Sergeant Kenny Sinna responded to JP Liquor Store, [ADDRESS REDACTED], Lino Lakes, Anoka County, Minnesota for a report of a suspicious vehicle. Sergeant Sinna observed a Chevy Silverado parked in two parking spots. Sergeant Sinna observed the vehicle was running and a male slumped over in the driver’s seat. The driver was identified as Frank Avallone [DOB REDACTED]. Avallone’s speech was slurred, and his eyes were bloodshot and watery. Avallone was disoriented and stated that he was currently in Rapid City, South Dakoka.
Avallone was administered field sobriety tests and showed multiple signs of impairment. Avallone submitted to a PBT, which resulted in a.00 AC. Avallone was arrested for DWI. A search of Avallone revealed a bubble pipe that appeared to have a crystal-like residue. Avallone was transported to the Lino Lakes Police Department. Sergeant Sinna obtained a search warrant signed by the Honorable Judge Michele Davis for a sample of Avallone’s blood or urine. Avallone refused to provide a urine sample because he didn’t have to go to the bathroom.
