On October 22, 2025, Bloomington police began investigating a report made to the Minnesota Adult Abuse Reporting Center (MAARC) of prohibited sexual contact between a vulnerable adult, Victim, and BLADIMIE WANJI NKEUTCHA [DOB REDACTED], Defendant, an employee of the Intensive Residential Treatment Services (IRTS) facility where Victim [NAME REDACTED]. Victim is considered a vulnerable adult as she has multiple mental health diagnoses, is cognitively very low functioning, and is incapable of caring for, or protecting, herself.
Victim [NAME REDACTED] at the IRTS facility on October 10, 2025. Defendant is employed at the facility as an overnight mental health rehabilitation worker. The facility is located in Bloomington, Hennepin County. On October 20, 2025, Victim's mother reported to the facility director that Victim had disclosed sexual contact with an overnight male staff. The director interviewed Victim, who reported that the contact was with Defendant and was consensual. Victim stated there were three separate incidents of contact that occurred in her room and in a staff office.
During the first incident, Defendant touched Victim's buttocks over her clothes. During the second incident, Defendant reached into her pants and attempted to touch her vagina. Victim [NAME REDACTED] did not want Defendant to touch her vagina during this incident because she didn't know if she "smelled good." During the third incident, Defendant and victim [NAME REDACTED] in the staff office. Victim stated Defendant wore a condom. Victim further stated that she and Defendant had been messaging on Instagram.
Victim's Instagram messages with Defendant were obtained. The messages are between 10/16/25 and 10/19/25. In the messages, Victim and Defendant talk about missing each other and being together once Victim gets out of the IRTS facility. Defendant asks Victim [NAME REDACTED] would like him to come in early and tells her he will provide her with money to get her nails done and for "gummies." In one exchange, Victim [NAME REDACTED] is worried about how she smelled, and Defendant states she smelled good.
Victim then sent links to flavored vaginal suppositories and asked Defendant what flavor he would like her to get. Defendant replied "coconut." Victim also told Defendant to get "honey packs" and Defendant replied that "honey packs" make him "last a long time." Defendant was terminated from the facility. During the termination phone call Defendant denied physical contact with Victim at the facility but admitted to communicating with her on Instagram. Defendant is not in custody.
