At approximately 8:50 PM on January 27, 2026, Deputy Meinke of the Carver County Sheriff’s Office was performing routine patrol in the area of Highway 284 and 13th Street E in the City of Waconia, Carver County. At that time he observed a vehicle pass him with an inoperable driver’s side headlight and front end damage. Deputy Meinke initiated a traffic stop and identified the driver of the vehicle to be Akeem Montreal Liddell [DOB REDACTED], hereinafter Defendant. There were two other individuals in the car and Deputy Meinke noted a strong odor of burnt cannabis coming from inside the vehicle.
Deputy Meinke asked Defendant about the odor and Defendant stated that he had smoked approximately three hours prior; deputy Meinke was able to see burnt ask behind the driver’s seat. Deputy Meinke asked Defendant to exit the vehicle and noted Defendant’s eyes were bloodshot and watery. Defendant agreed to perform field sobriety tests. Defendant’s performance on the HGN Test did not indicate impairment. However, Defendant’s performance on the Walk and Turn and the One-Leg Stand Test each indicated impairment.
Defendant exhibited eye flutter, and Defendant estimated 30 seconds at 21 seconds. Defendant gave permission for deputies to search the vehicle. During the search of the vehicle Deputy Meinke located a loaded Glock 9mm handgun under the driver’s seat with Defendant’s ID next to it. Defendant was subsequently taken the 212 Medical Center, where a warrant was obtained for a blood or urine sample. Defendant agreed to provide a blood sample, which will be forwarded to the Minnesota BCA for analysis. Defendant agreed to a DRE Examination, which was conducted by Deputy Roble.
Deputy Roble came to the conclusion that Defendant was under the influence of marijuana. Defendant told Deputy Roble that the firearm that was inside the vehicle had been in the cupholder when he first started using the car and that Defendant knew it was still in the vehicle. Defendant is currently the subject of an active DANCO in Court File 19-WS-CR-25-1778, which prohibits the possession or transport of firearms. PLEASE TAKE NOTICE: Pursuant to Minn.
