On 2/27/26 at approximately 3:00 A.M., law enforcement was on patrol in Chisago County observed a vehicle pass his location being driven by a male with glasses. Law enforcement ran the plates on the vehicle and one of the registered owners was identified as ROBERT JAMES TROY, [DOB REDACTED], a defendant herein. Robert Troy's driver's license was cancelled as inimical to public safety. Law enforcement retrieved a driver's license photo of the Defendant and it matched the driver of the vehicle. Law enforcement initiated a traffic stop on Interstate 35 and the vehicle stopped.
Robert Troy was identified as the driver. There was a front seat passenger and a passenger in the rear seat of the vehicle. Robert Troy was arrested for the driving after cancellation. He said they had just stopped at a friend's house in Stacy on there way home from Plymouth. They had driven to Plymouth to sell some baseball cards he said. Home is Northome in Koochiching County, Northeast of Bemidji, and approximately a four hour drive one way to Plymouth. Law enforcement spoke with the front seat passenger, GENA MARIE TROY, [DOB REDACTED], another defendant herein.
While still seated in the passenger seat, Gena Troy said they were coming from Plymouth having sold some baseball cards. She said they were headed home to Northome. She said they had not stopped anywhere on there way home, which contradicted what Robert Troy had said about stopping at a friend's home in Stacy. Gena Troy was asked to step out of the vehicle and away from the back seat passenger. Law enforcement and her then talked in front of the squad car. When asked if there was anything illegal in the vehicle she answered, "not that I know of" and looked back at the vehicle.
While being asked about the vehicle she avoided making eye contact and appeared to be nervous answering questions. The backseat passenger was asked to step out of the vehicle, which he did. Gena Troy admit to law enforcement she did have marijuana in the vehicle. She showed law enforcement an opened package of marijuana. The vehicle was searched. In the front passenger area some containers were found including a container with what appeared to be a small amount of methamphetamine in the passenger side glove box where Gina Troy had been located.
A glass bubble pipe was found on the driver's side door panel, wrapped in a paper towel and taped to the panel with yellow tape. Under the hood of the vehicle a plastic bag with the same yellow tape was found inside the windshield washer fluid tank. That baggy appeared to contain methamphetamine. The yellow tape had been sticking out of the cap area. The substance from the glovebox field tested positive for methamphetamine and weighed approximately 0.05 grams. The substance found under the hood of the vehicle field tested positive for methamphetamine weighed approximately 26.5 grams.
