Patrick Wayne Smyth

On or about November 30th, 2025, Officer Humann of the Saint Francis Police Department observed an individual recognized as Patrick Wayne Smyth [DOB REDACTED], Defendant hereinafter. The Defendant was known to have a revoked driver's license. Law enforcement observed him enter the passenger side of the vehicle at the Kwik Trip and move over into the driver's side. When the vehicle drove past the officer on Cree Street NW, the Defendant was operating the vehicle. Near 233rd Avenue, a traffic stop was initiated near Fox Street NW and 232nd Avenue NW in Saint Francis, Anoka County.

The Defendant was informed that he was getting a citation for driving after revocation and asked if his girlfriend could come get the car. During the stop, as law enforcement was writing a citation, the Defendant entered his vehicle and began driving away. Law enforcement followed and the Defendant pulled over again. The Defendant was not informed he was free to leave the stop.
