On February 4, 2026, HTOO WAH SHEE [DOB REDACTED] pleaded guilty to motor vehicle thefts in Ramsey County District Court files 62-CR-25-5281 and 62-CR-25-6991. Shee’s plea agreement called for him to receive a stay of adjudication on both files provided that he remain law abiding pending sentencing. On February 24, 2026, AC reported that three men in a maroon SUV pulled up to her address at [ADDRESS REDACTED] East, St. Paul, Ramsey County. One man got beneath AC’s Jeep Grand Cherokee and cut off the catalytic converter.
Another man from the SUV acted as lookout while the catalytic converter was removed. AC said it was going to cost between $600-$1500 to repair the damage to the Jeep. Surveillance video showed the maroon SUV was a Chevrolet Equinox bearing Minnesota license plates SUP366. On March 1, 2026, officers stopped the Equinox bearing SUP366 and identified its occupants. Officers found NYAH LAY [DOB REDACTED] driving the Equinox. Htoo Wah Shee was in the rear driver’s seat, and WLH [DOB REDACTED] was in the front passenger seat.
Officers located tools and a catalytic converter inside the Equinox. WLH was advised of his constitutional rights and admitted he is the one who actually cuts the catalytic converters from vehicles. Lay appeared to be the driver of the Equinox on February 24, 2026 when AC’s catalytic converter was stolen. Shee appeared to be the man who acted as lookout. Shee was arrested on a Washington County warrant. Shee agreed to speak to police after being advised of his constitutional rights. Shee eventually admitted he had acted as a lookout on multiple occasions where others removed catalytic converters.
Shee said Lay drove during the incidents where the catalytic converters were stolen. Shee said WLH was not normally with them when they stole the catalytic converters. Shee admitted he checked the saw blades on the cutting tools to make sure they worked before the catalytic converters were cut. AC provided an estimate in the amount of $1900 to repair her catalytic converter before tax. Nyah Lay has a prior gross misdemeanor criminal damage to property conviction in Ramsey County District Court file 62-CR-23-7563 for cutting wires from St. Paul streetlights.
