On 04/22/2026 at 1809 hours, St. Paul Police responded to [address omitted] in Saint Paul, Ramsey County for a report of vehicle accident and property damage. When police arrived, they found a 2007 Toyota Highlander (MN/SVM733) on the east side of Front Ave. The vehicle was disabled. It had hit a tree and its passenger side wheel was lying in the street. Two males were next to the vehicle. One, who matched the 911 caller's description of the driver, was identified as Kenneth Jerome DELISLE (DOB/1993-09-29). The other was identified as Otis Dimitrius BAILEY (DOB/1981-02-06). Police learned that DELISLE had personal property in a Volkswagen that was parked nearby.
BAILEY said the Volkswagen was his and that he was just helping DELISLE. BAILEY said that after the crash, DELISLE got out of the Highlander and was frantically taking clothes, tools, and other items out of the Highlander. BAILEY said he helped DELISLE put the items in his Volkswagen so they would not be in the roadway. DELISLE had an active warrant. His eyes were very red. He had trouble sitting upright and was swaying from side to side. He said he had used Methamphetamine within the last 24 hours.
At first, DELISLE said a friend was driving the Highlander and that the friend had fled the scene. After he was handcuffed, however, DELISLE admitted that he had been driving. He said he crashed into the tree because he was texting and bent over to retrieve his phone. DELISLE said he then threw the Highlander’s keys behind a nearby apartment building. DELISLE told police that he had a driver's license, but that after the crash he put it in a white bucket that was now in BAILEY's Volkswagen. BAILEY brought DELISLE’s property back from the Volkswagen.
During an inventory of that property, police found items that appeared to have possibly been stolen and a blue box that contained a glass bubble pipe and a folded dollar bill. Inside the dollar bill was suspected narcotics which later tested field positive for Methamphetamine with a net weight of 0.47 grams. Pursuant to a search warrant, police obtained a sample of DELISLE’s blood, which was submitted to the BCA for analysis. For purposes of Rule 6.
