52 P.M., Officer Jacob Burdette, along with Officer Bryan Crary and Officer Shem Baker, were dispatched to 210 20th Avenue West, [APT REDACTED], in Alexandria, Douglas County, Minnesota, regarding a welfare check. Upon his arrival, Officer Burdette met with the complainant, Toni Walker, who stated that the Defendant is in psychosis. Toni handed Officer Burdette a bag and told him that there was a meth pipe in it that belonged to the Defendant. Officer Crary and Officer Baker arrived a short time after Officer Burdette and continued talking to Toni, while Officer Burdette went into the apartment to speak with the Defendant.
Toni told Officer Crary and Officer Baker that the Defendant had been admitted into a mental health hospital several years ago, but all his mental health symptoms went away after he stopped using methamphetamine. Toni said that the Defendant has been a long-time methamphetamine user but uses inconsistently. She believes the Defendant is currently using meth. Officer Crary and Officer Baker then went inside the apartment to speak with the Defendant and Officer Burdette. The Defendant told the officers he believed there were hidden cameras in his bathroom and also described things in the apartment that were not there.
The Defendant admitted to using methamphetamine the night before. The Defendant told Officer Baker that he received too much methamphetamine for what he paid for, so he left the bag with the pipe and methamphetamine outside his door, but no one came to pick it up. The bag the Defendant was talking about was the bag Toni had given Officer Burdette upon his arrival. Officer Burdette gave that bag to Officer Baker. Officer Baker opened the bag and found a glass meth pipe and a dime baggie that contained white crystals.
Officer Baker believed the substance to be methamphetamine. Officers then placed the Defendant under arrest and transported him to the Douglas County Jail. The crystal-like substance was sent into the BCA for weighing and testing. The substance tested positive for methamphetamine and weighed.
