M., Officer Hummel observed a red Jeep Commander displaying Minnesota temporary tag 04291805 at the intersection of Shady Oak Road and City West Parkway in the City of Eden Prairie, County of Hennepin, State of Minnesota. Officer Hummel conducted a computerized check of the registration and learned that the registered owner of the vehicle was Phillip Andrew Jeffries, [DOB REDACTED], hereinafter Defendant, whose driving privileges had been cancelled as inimical to public safety, and that his vehicle was supposed to be equipped with ignition interlock.
Officer Hummel followed the vehicle onto westbound State Highway 62, activated his squad car’s emergency lights, and stopped the vehicle. Officer Hummel identified the driver by his Minnesota driver’s license as Defendant. Officer Hummel observed that the vehicle was not equipped with ignition interlock. Defendant was placed under arrest and transported to the Eden Prairie Police Department where he was read the Miranda Warning. Defendant stated he understood his rights and agreed to speak with Officer Hummel.
Defendant stated that he was aware that he was required to have ignition interlock in his vehicle and confirmed that he did not have the ignition interlock in the vehicle. State records reveal Defendant’s driving privileges had been cancelled as inimical to public safety on August 13, 2017, and as of October 29, 2025, said driving privileges had not been reinstated.
