On December 25, 2025, at 0038 hours, Deputy McManus with the Ramsey County Sheriff’s Office, was patrolling in an unmarked squad with lights and sirens when he heard tires screeching and then observed two vehicles racing on eastbound Pierce Butler near Holton, St. Paul, Ramsey County, at speeds near 90 miles per hour. The deputy activated lights and sirens at Chatsworth to conduct a traffic stop. One of the vehicles began to yield. The other vehicle, a 2013 Chevrolet Impala, fled from the traffic stop by accelerating away at a higher speed.
The vehicle lost control going around a curve and struck at light pole at Minnehaha Avenue. The driver, later identified as Julian Sebastian Castro, [DOB REDACTED], ignored the deputy’s commands to stop and get on the ground. Castro began to walk away. The deputy used a Taser to gain compliance. Castro stated that the passenger had a gun and told Castro to flee. Deputies did not find a gun in the vehicle. They did not find a gun on the passenger.
