On December 18, 2025, at approximately 12:24 P.M., Officer Leonard responded to a theft report at a business located on the 1000 block of 1st Ave. E. In Shakopee, Scott County Minnesota. Upon arrival on scene Officer Leonard observed the building contained two businesses and shared a hallway. One business was on the street level (J. I.) while the other was on the second story of building. The second story business (T. F.) was the business reporting the theft. Officer Leonard spoke with J. P. G. Who advised that she was working at J. I. When a female entered the business to get something notarized.
This female was identified as ELISA MADAI FLORES, [DOB REDACTED], hereinafter referred to as Defendant. Defendant then left J. I. And entered the shared hallway. Defendant, while getting something notarized, provided her driver's license to the notary. Defendant then proceeded to go down the hallway and up the stairs to T. F. Defendant then left the building. J. P. G. Stated that after Defendant left the building J. P. G. Discovered the door to T. F. Was damaged. Officer Leonard spoke with L. R. D. Who is the owner of T. F. Business.
L. R. D. Stated that she had surveillance footage of inside her store. Officer Leonard viewed the surveillance and observed a female party (Defendant) walk up to the locked half door which is at the top of the stairs. Defendant was unable to gain entry and eventually broke the door to gain entry into T. F. Defendant is then seen entering the business and going behind the counter where the cash box was located. Defendant proceeded to take bills out from behind the counter. Defendant also grabbed some items from the business as well.
L. R. D. Informed Officer Leonard that she typically keeps $900 in big bills and $30 in single dollar bills inside the store. After inspecting, L. R. D. Stated she was missing approximately $900.00. Officer Leonard compared a still shot image from the surveillance footage with a known image of Defendant and observed it to be the same person. PLEASE TAKE NOTICE: Pursuant to Minn.
