On September 18, 2025, at approximately 11:58 A.M., Officer Aguirre was working overtime at Affinity Plus Credit Union, [ADDRESS REDACTED] West, Saint Paul, County of Ramsey, when he was informed by Branch Supervisor BSF that a male attempted to cash two separate checks without account owner’s permission. The male presented Minnesota identification card for RAFEON EZELL YOUNG, [DOB REDACTED]. Bank Staff TC said YOUNG went to her station at around 9:07 A.M. And attempted to cash check #1110. The check was endorsed, but did not have the amount written in numbers.
TC told YOUNG she would not be able to cash the check. TC made a photo copy of YOUNG’s Minnesota identification and check #1110. She then returned the check to YOUNG. TC said YOUNG returned to the credit union at around 11:46 A.M. BSF helped YOUNG during his second visit to the bank. YOUNG presented check #1117. BSF had YOUNG provide his thumb print on check #1117. BSF asked YOUNG questions about the check. YOUNG told her he had to go out to get another phone to get contact information for BRL’s partner.
YOUNG left the credit union and did not return. YOUNG presented check #1110, drawn on account belonging to BRL, written to Rafeon Young, in the amount of four hundred fifty dollars. YOUNG also presented check #1117, drawn on account belonging to BRL, written to Rafeon Young, in the amount of four hundred fifty dollars. Officer Aguirre spoke with BRL by phone. BRL said his partner’s vehicle was broken into n Minneapolis recently. The checks and other items were stolen from the vehicle. BRL did not give anyone permission to cash checks #1110 and #1117. The Saint Paul Police Department forensic lab analyzed the thumb print on check #1117 and reported the following.
Laten Print 2-1LP1 from Item 1 (check) was identified as having been made by the right thumb of RAFEON EZELL YOUNG, [DOB REDACTED]. Video obtained and reviewed by Sgt. Mattson shows YOUNG enter the credit union and present the check with his identification card. Sgt. Mattson compared the image of YOUNG in video to his driver’s license photo and identified him as the suspect.
