On December 19, 2025, around 11:44 PM, officers with the Bloomington Police Department responded to the eighth floor of an apartment building (“the Apartment”) located at [ADDRESS REDACTED] South in Bloomington, Hennepin County, Minnesota. Officers were notified that a male was walking around the hallway while holding a firearm. A description of the male was provided. Officers arrived at the Apartment and spoke with the reporting party (“Witness”) whose voice was shaking and appeared very upset. Witness told officers that she had exited the elevator and proceeded to walk into the hallway of the eighth floor.
Witness observed the male standing in the hallway holding a black handgun. Witness told officers that male’s other hand, and jaw, were clenched giving the male an aggressive posture. Witness further told officers that the male was swinging the firearm back and forth. Witness was afraid of the male due to his demeanor and possession of the firearm. Witness then went into her apartment, locked herself in, and called 911 due to her fear. Officers located the male in the public hallway of the Apartment.
Officers observed that the male had a black semi-automatic handgun in his right hand. Officers commanded the male to drop the handgun; the male complied. The firearm was secured and found to be loaded. Officers subsequently arrested the male and identified him as Rami Hatem Qamhieh [DOB REDACTED] (“Defendant”). Defendant told officers that he was “coked out.” Defendant told officers that he lived in the Apartment and specifically [APT REDACTED] and that he did not have a permit to carry. Officers also obtained a search warrant for a sample of blood or urine.
The warrant was executed and a sample (“the Sample”) of Defendant’s urine was collected. The Sample was sent to the Minnesota Bureau of Criminal Apprehension (“BCA”) for analysis. The results of this analysis are pending. Officers conducted a protective sweep of [APT REDACTED]. While inside of the unit, officers observed in plain view large amounts of marijuana in packaging. Officers then obtained a search warrant for the unit and subsequently executed it. Officers found multiple packages containing Marijuana, cocaine, as well as LSD. In total, officers found 10.24 kilos (10,242-grams or 22.58-lbs) of a substance.
The representative sample of this substance field-tested positive for Marijuana. Marijuana is a schedule-II controlled substance. Officers also found 174 tabs of lysergic acid diethylamide (“LSD”) as well as 0.77-grams of a substance that field-tested positive for Cocaine. LSD is a hallucinogen and a schedule-I controlled substance. Cocaine is a schedule-II controlled substance. Defendant is presently in-custody based on this offense. Significant bail is requested to ensure public safety given the large amount of Marijuana, LSD, and because Defendant was possessing a loaded firearm while being “coked out.
