On March 19, 2026, at approximately 11:21 A.M. Officer Dutke with the St. Cloud Police Department attempted to make a traffic stop. Officer Dutke was driving southbound on 9th Avenue South near 5th Street South in the City of St. Cloud, County of Stearns, State of Minnesota, when he saw a black Lincoln MKX bearing MN license plate LDM709 behind him. Officer Dutke recognized the vehicle from previous traffic stops with the driver being identified as Kifah Ibrahim Abdi, [DOB REDACTED], the defendant herein.
Officer Dutke slowed down, while the Lincoln passed him he was able to confirm the driver was the defendant. Officer Dutke got behind the vehicle which was signaling to make a left hand turn onto 8th Street South. After waiting for traffic, the defendant made a right hand turn, crossing two lanes of traffic and Officer Dutke immediately activated his emergency lights and sirens. The defendant began accelerating at a high rate of speed in a residential area. Officer Dutke followed the vehicle for approximately one block and then turned off his emergency lights and sirens and did not initiate a pursuit of the vehicle.
Officer Dutke went to the address of the registered owner and was advised that the defendant was driving the Lincoln that belonged to the family and would be returning home soon from Tech High School. Officer Dutke was later advised by law enforcement that the defendant was currently at Tech High School and that the vehicle was in the parking lot. Officers arrested the defendant and was transported to the Stearns County Jail. Officer Dutke reviewed the defendant's drivers license status which was revoked.
Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 19th day of March 2026, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offenses described herein.
