At approximately 11:30 PM on November 1, 2025, Officer Madden of the Chaska Police Department was on routine patrol on Pioneer Trail west of Town Course Road in the City of Chaska, Carver County, when he observed a vehicle swerve abruptly onto the should and almost strike the curb. Officer Madden initiated a traffic stop and identified the driver to be Jeffrey Robert Mallow [DOB REDACTED], hereinafter Defendant. Officer Madden spoke to Defendant about the reason for the stop and noted Defendant eyes to be bloodshot and watery and could smell an odor of alcohol coming from Defendant’s person.
Defendant admitted to consuming four beers at Willy McCoys earlier in the evening. Defendant refused to do field sobriety tests and requested to perform a preliminary breath test instead, which resulted in a reading of.18. Defendant was told he was under arrest and Defendant responded “no” and crossed his arms in front of his chest and resisted officer’s efforts to move his hands behind his back to be handcuffed. When Defendant was being searched incident to arrest he began kicking at Officer Madden repeatedly.
During an ensuing scuffle, Defendant began grabbing at items on Officer Madden’s service vest, including his taser, and eventually ripped Officer Madden’s flashlight out of its holster. Defendant was eventually subdued and placed in a hobble. Defendant was the brought to the Carver County Jail where he was read the Minnesota Breath Test Advisory. Defendant agreed to submit to a breath test, which resulted in a reading of.17 at approximately 1:30 AM. PLEASE TAKE NOTICE: Pursuant to Minn.
