On November 10, 2025, at approximately 1:29 am, Wright County Deputy Chase was dispatched to a report of a suspicious vehicle at a residence in Franklin Township, Wright County, Minnesota. The reporting party, KCJ, stated that the vehicle pulled into his driveway and put the flashers on. KCJ told dispatch he was going to follow the vehicle. KCJ stated he followed the vehicle into Carver County and advised the vehicle had come to a stop near the river off old County Road 27. Deputy Chase arrived on scene and made contact with Mason Edward Loraas [DOB REDACTED] hereinafter defendant.
Defendant stated he was on his way home from buying cigarettes at Holiday Gas Station in Delano. Defendant stated he stopped at KCJ’s residence and left a napkin with his name and phone number in the mailbox because he knew KCJ’s son and was trying to get a hold of him. While speaking with defendant, Deputy Chase observed defendant to have very dilated pupils and defendant was speaking very quickly and changing subjects often. Defendant stated he has been having a hard time sleeping and has anxiety.
Defendant stated he previously used heroin and methamphetamine and believed that was 8-10 months ago. Deputy Chase asked defendant to perform standardized field sobriety testing (SFST), which defendant agreed to do. Defendant performed poorly on the SFSTs showing signs of impairment. Specifically, defendant was observed to estimate 30 seconds in 21 seconds with eyes fluttering during the Modified Romberg Test. Defendant was placed under arrest and provided Deputy Chase with a zip top baggie contained what appeared to be methamphetamine.
The substance field tested positive for methamphetamine and weighed approximately 0.83 grams and was sent for further testing. Pursuant to a search warrant, Deputy Chase asked defendant to provide a blood or urine sample. Defendant was told refusal to provide a blood or urine sample was a crime. Defendant agreed to provide a blood sample. A blood sample was obtained from defendant at 3:25 am.
