At approximately 1:34 AM on November 2, 2025, Deputy Roble of the Carver County Sheriff’s Office was performing routine patrol in the area of Main Street and 2nd Avenue in the City of Norwood Young America, Carver County. At that time he was passing an oncoming vehicle, which veered away from the center line as it passed. Deputy Roble ran the registration of the vehicle and learned that the registered owner of the vehicle was Steven Nicholas Palaia [DOB REDACTED], hereinafter Defendant. Deputy Roble observed the vehicle pull into a residence and s*** its lights off shortly after passing Deputy Roble.
Deputy Roble was aware the residence was not the residence registered with the vehicle and parked nearby. Shortly thereafter the vehicle turned its lights on and entered the roadway. The vehicle was observed verring onto the grass shoulder and Deputy Roble then initiated a traffic stop. Deputy Roble identified Defendant as the driver of the vehicle and noted an odor of alcohol coming from Defendant and that Defendant's eyes were bloodshot and watery. Defendant had difficulty locating his insurance and fumbled through his items.
Defendant indicated he would perform field sobriety tests. Defendant's performance on the HGN Test indicated impairment. Defnedant was incredibly unsteady and Deputy Roble decided not to attempt further testing. Defendant agreed to a preliminary breath test, which resulted in a reading of.197. Defendant was placed under arrest and transported to the Carver County Jail where she was read the Minnesota Breath Test Advisory. Defendant agreed to provide a breath test, which resulted in a reading of.19 at 2:51 AM. PLEASE TAKE NOTICE: Pursuant to Minn.
