All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On April 25, 2025, Duluth Police Officer Hansen responded to a report of a theft from the previous day at Kohl’s located at [ADDRESS REDACTED] in Duluth, Saint Louis County. Officer Hansen spoke to Loss Prevention Employee King. King reported that on April 24, 2025, a male entered the store, took $3,228 worth of items from the Sephora area, and left without making an attempt to pay.
Officer Hansen obtained surveillance footage of the theft. On September 16, 2025, Duluth Police Officer Pyrlik responded to a report of another theft from Kohl’s that took place on September 15, 2025. King reported that on September 15, 2025, a male stole $549 worth of merchandise from the store. Officer Pyrlik identified the male in this incident and the April 24, 2025, theft as KEENAN DAVANTE HARRIS [DOB REDACTED] using the surveillance footage and photographs of HARRIS. The total aggregated value of these thefts is $3,777. PLEASE TAKE NOTICE: Pursuant to Minn.
