That on December 2, 2025, at approximately 0319 hours, officers from the Minneapolis Police Department were on routine patrol when they observed a vehicle stopped at a red light over the crosswalk at the intersection of Penn Avenue North and Olson Memorial Highway in the City of Minneapolis, County of Hennepin, State of Minnesota. The vehicle continued north on Penn Avenue North once the light turned green. Officers ran a check of the vehicle and observed that the owner’s driver’s license status was Cancelled—IPS. Officers followed the vehicle as it turned right to head east on Golden Valley Road then as it turned left to head north onto Newton Avenue North.
Officers got behind the vehicle and initiated a traffic stop. Officers approached the vehicle and noted that it was occupied by the driver and two passengers. Officers observed that the front seat passenger, who was later identified as JOEMEL DEVON ROBINSON [DOB REDACTED], Defendant herein, was not wearing a seatbelt. Officers asked Defendant to identify himself by providing a driver’s license, but Defendant stated he did not have one. Officers requested his name and informed him they needed it for a citation, but Defendant refused to give them any information.
Defendant continued to refuse to provide any identifying information even after he was informed that he would be placed under arrest if he did not cooperate. Accordingly, officers instructed him to exit the vehicle and placed him under arrest. Both the driver and the passenger stated that they did not know Defendant’s name either. Officers continued their attempts to identify Defendant, and at one point, Defendant gave the name Anthony Johnson with a date of birth of 03/01/1990, which was a real name and date of birth of another person.
Officers ran a search on DVS and could immediately tell from the driver’s license photo that they were not the same person. Officers returned to Defendant and informed him that they knew were not the same person and requested one more time for Defendant to identify himself. Defendant then gave his first name which allowed officers to identify him by searching booking photos. It was revealed that Defendant had several warrants out of Hennepin County. Because the driver was confirmed to be the owner of the vehicle and thus had a cancelled—IPS license status and Defendant was being arrested, the vehicle was set to be towed.
Officers instructed the other passenger to exit the vehicle so they could perform and inventory search. When the passenger grabbed her bag off the ground, officers observed a black Glock on the ground. When asked about the gun, the passenger stated that Defendant had thrown in it the backseat when officers conducted the stop. The gun was collected and determined to be a BB gun missing the orange tip. In a search incident to arrest of Defendant’s person, four live rounds of ammunition were found in his pocket.
