At around 6:22 PM on February 16, 2026, Officer Vue was on patrol in a marked squad. Officer Vue saw a light blue or gray minivan 50-60 yards ahead of his squad in the right lane of Pennsylvania Avenue near the Holiday gas station at [ADDRESS REDACTED], St. Paul, Ramsey County. The minivan’s brake lights came on and it quickly swerved into the left lane as if trying to avoid something in the road. The minivan slowed down and turned into the gas station. The minivan drove toward Como Avenue and Officer Vue lost sight of it.
As Officer Vue neared the area where the minivan swerved, he saw debris and a body on the ground in the right lane. Officer Vue stopped and found LG [DOB REDACTED] lying in the road. LG was bleeding heavily from her mouth and nose, and she had injuries to the back of her head. LG was barely breathing and coughed up blood. Medics transported LG to the hospital. LG was in critical condition with devastating injuries including severe head trauma. Officers recovered a windshield wiper and other possible vehicle parts in the area where LG’s body was found.
Officer Vue’s squad video showed the minivan swerved after possibly hitting LG. The minivan’s back right tire moved upwards as if it ran over a portion of LG’s body – possibly her head. An investigator learned that LG would be passing away from her injuries sometime on the weekend of February 20, 2026. On February 21, 2026, LG was declared brain dead, and her body was transported for organ donation surgery. LG’s family told an investigator that she was perfectly healthy before the crash. Officers were able to determine the minivan’s course of travel around the time of the crash through surveillance video.
The minivan had a large dent in the middle of its hood after it hit LG. Staff at an autobody store viewed images of the minivan and identified it as a 2005-2010 Honda Odyssey with an Ocean Mist Metallic paint color. The windshield wiper found at the crash site would be used on a Honda Odyssey. Investigators obtained information from cell towers about the devices that passed along the minivan’s route around the time of the crash through a series of search warrants. The International Mobile Subscriber Identity of one device corresponded with the path of travel for the Odyssey revealed by surveillance video.
The IMSI number corresponded to a phone number associated with TERRELL MICHAEL FRYE [DOB REDACTED]. On September 10, 2025, Frye received a citation for driving after suspension while driving a 2006 Honda Odyssey. The Odyssey was later assigned Minnesota license plate SPW446. Officers went to [ADDRESS REDACTED] East and saw the Odyssey bearing plates SPW446 parked in the back. The Odyssey had a damaged passenger mirror, a large crack on the front windshield’s passenger side, a bent front bumper, and damage to its hood.
Location data for Frye’s cell phone placed him in the area when LG was struck. On March 20, 2026, officers arrested Frye and towed the Odyssey. Frye was advised of his constitutional rights and agreed to speak to investigators. Frye was not aware of why he was in custody. When told there was a crash in the area of Rice Street and Pennsylvania Avenue, Frye said he was familiar with the area, but he did not hit a woman, and that is not what happened. 2 62-CR-26-1900 Filed in District Court State of Minnesota 3/23/2026 Frye said he was the only person who drove the Odyssey.
