On 01/06/2026 at 0931, Shakopee Police Officers were on patrol in the Walmart parking lot, [ADDRESS REDACTED]., Shakopee, Scott County, Minnesota, when the officer saw a vehicle with no front plate. A record check on the rear plate showed the registration had expired. There were a male drive and a female passenger. At 0850 the male went into the store, followed by the female, after she finished smoking out of a pipe. Officer looked inside the vehicle and saw the vehicle was in disarray and a glass bubble pipe and a greenish glass container was on the center console.
Walmart security told the officers that the male and female both selected multiple items and took the tags off two items. The cash register was able to determine that the item scanned, and the item placed were different items and rejected the transaction. (The suspects had switched tags using a lower priced item's tag to steal from the store; “ticket switching” is a common theft method). The male quickly left the store, entered the vehicle and pulled up at the entrance. The female then walked around the clothing department and exited the store.
Walmart security sent the officers two photographs of the suspects, and they were identified as CLJ, [DOB REDACTED], who had a Canceled-IPS status and Felicia Marie Jones, [DOB REDACTED], hereinafter the Defendant, whose license was revoked and had a Misdemeanor theft warrant. The officer activated his squad's emergency lights. The vehicle did not immediately stop and pulled into the Pet Smart lot. The officer saw the Defendant reaching toward the center console and then the back seat. Officer approached the vehicle and told CLJ to exit the vehicle for DAC-IPS. He was argumentative and said he did nothing wrong.
The Defendant was told she was seen attempting to steal. The Defendant stated she did not steal and the officer told her; she attempted and was only thwarted because of the register. The officer told her about the container seen in the center console that was now mysteriously missing, the Defendant stated she had no idea what the officer was talking about. She then stated she was vaping marijuana. The officer explained the Open Package law to the Defendant. The officer had the Defendant exit the vehicle.
Officer searched the vehicle and found: A green bag in the center dash below the radio. Inside the green bag was a plastic bag with white substance inside, which field tested positive for methamphetamine, a Schedule II Controlled Substance, and weighed.42 grams. The Defendant stated it was not hers and she did not own the vehicle; however, later she said she would go to the DMV and register the vehicle in her name. CLJ was taken to the Scott County Jail and booked for DAC-IPS. The Defmnant was taken to the Jail on the warant.
