That on or about June 18, 2025, Officer Monaghan with the St. Louis Park Police Department was dispatched to DSW Shoe Warehouse, located at 8236 Hwy. 7, in the City of St. Louis Park, County of Hennepin, State of Minnesota, on a report of theft. Dispatch advised there was a black female, wearing a gray hoodie, a black t-shirt, and jeans, with a black backpack and Target bag inside the store concealing items. A DSW employee, H. F., sent Officer Monaghan a photo of the female theft suspect. Upon arrival, Officer Monaghan contacted the female theft suspect, who identified herself as “C. J. [DOB REDACTED].” Officer Monaghan confirmed the female theft suspect did not steal any merchandise from DSW and informed the female theft suspect she was free to leave.
Due to other St. Louis Park Police Department Officers being held up on a different call for service, Officer Monaghan was not able to further investigate the identity the female theft suspect provided but told the female theft suspect they believed she had provided a false name. That on or about September 18, 2025, Officers with the St. Louis Park Police Department were dispatched to Nordstrom Rack, located at 8344 Hwy. 7, in the City of St. Louis Park, County of Hennepin, State of Minnesota, on a report of theft.
Officer Kroll located the female theft suspect walking near Texas Ave. And 31st St. (Case #25005264). Officer Monaghan recognized the female theft suspect from the June 18, 2025, incident at DSW Shoe Warehouse, who had identified herself as “C. J. [DOB REDACTED].” During the September 18, 2025, incident, the female theft suspect identified herself to Officers as “C. J. [DOB REDACTED].” Notably, the date of birth had changed from the June 18, 2025, incident. Officers ran a routine check on both identities, “C. J. [DOB REDACTED]” and “C. J. [DOB REDACTED].” The identity “C. J. [DOB REDACTED]” returned no results.
Officers inquired with the female theft suspect if her date of birth was December 1, 1998, to which she replied it was December 1, 1998. Officers ran a routine check on “C. J. [DOB REDACTED]” and determined the female theft suspect provided a false name and date of birth of a true person, as the physical description, MN driver’s license photo, and previous booking photos of “C. J. [DOB REDACTED]” did not match the female theft suspect. A fingerprinting machine was used to positively identify the female theft suspect as CIERA ARMANI TAYLOR [DOB REDACTED] (“Defendant” herein). Officers ran a routine check on Defendant and discovered she had multiple active warrants.
At present, Defendant is not in custody.
