M., Officer Carlston observed a Chevrolet Cruz displaying Minnesota registration SSK409 stopped in the right traffic lane of southbound Preserve Boulevard at Grier Lane in the City of Eden Prairie, County of Hennepin, State of Minnesota. The Chevrolet was impeding traffic and stopped in an area clearly marked with no parking signs. The Chevrolet did not have amber lights activated or flashing. A vehicle driving in the right lane in front of Officer Carlston had to slow and change lanes due to the Chevrolet blocking the roadway.
Officer Carlston stopped his squad car in the left traffic lane to the side and behind the Chevrolet. The Chevrolet then began to drive and made a left turn onto Anderson Lakes Parkway. Officer Carlston activated his squad car’s emergency lights and stopped the Chevrolet. Officer Carlston identified the driver by his Minnesota identification card as William Darnell Silas, [DOB REDACTED], hereinafter Defendant. Computerized checks revealed Defendant’s driving privileges were revoked. Defendant stated he had been stopped because he was clearing the windshield wipers.
Officer Carlston observed that the interior of the vehicle smelled of alcohol. Defendant agreed to step out of the Chevrolet and perform field sobriety tests. Defendant was unable to successfully perform field sobriety tests and submitted to a preliminary breath test which registered a reading of.148. Based on his observations, Officer Carlston formed the opinion that Defendant was under the influence of alcohol and placed Defendant under arrest for driving while under the influence of alcohol. Defendant was transported to the Eden Prairie Police Department where he was read the Minnesota Breath Test Advisory.
Defendant elected to submit a sample of his breath for testing, the result of which revealed his alcohol concentration to be.19 at 1:08 A.M., as measured within two hours of driving. State records reveal Defendant’s driving privileges had been revoked due to an insurance violation on June 3, 2021, and as of December 3, 2025, said driving privileges had not been reinstated. State records also reveal that Defendant’s driving privileges had been revoked on February 25, 2017, and again on January 6, 2020, for driving while impaired offenses.
Additionally, Defendant was charged with 3rd Degree DWI in file ••-CR-••-•••• that was plead down to a Careless Driving and did not result in a Implied Consent revocation of his license.
