On February 21, 2026, at 11:52 AM, law enforcement was dispatched to the intersection of Bailey Road and Settlers Ridge Parkway after receiving a complaint that a vehicle was parked sideways on the shoulder of the roadway. The complainant stated that there was a person in the driver's seat of the suspect vehicle. Officers located the suspect vehicle. Law enforcement observed that it was parked at an angle on the road. Its front two tires were off the roadway and were on the unpaved portion. The driver was unconscious in the driver's seat.
The vehicle was on and idling in drive. Officers observed an open bottle of liquor in the passenger seat. Law enforcement knocked on the vehicle's window. The driver abruptly awoke. Officers told him to put the vehicle in park and to open the door. The driver instead put his hands up and looked around. The driver was again instructed to put the car in park and open the door. The driver initially put the car in park, but then shifted the gear out of park. He did not open the door. Officers continued to order the driver to put the vehicle in park and to open the order.
Law enforcement issued the command thirteen times. The driver refused all commands. The driver finally agreed to open the door after law enforcement tried using a window punch to get access to the vehicle. The driver was identified as SHAIN ALAN FREEMAN, [DOB REDACTED], "the defendant" herein. Law enforcement smelled a heavy alcohol odor emanating from the defendant's breath. His eyes were bloodshot, and his speech was slurred. The defendant was taken into custody and searched. Officers located a glasses' case inside the defendant's jacket pocket.
The case contained a substance that later field-tested positive for methamphetamine and weighed.68 grams. The defendant was transported to the Woodbury Police Department. He was read the Minnesota Breath Test Advisory. The defendant was informed that failure to provide a sample is a crime. The defendant agreed to provide a breath sample. However, prior to providing a sample, the defendant vomited several times. Law enforcement then applied for and received a search warrant for a sample of the defendant's blood.
The defendant was again informed that failure to provide a sample is a crime. The defendant provided a blood sample at 1:07 AM on February 22, 2026. The sample was analyzed. The results revealed the defendant had a blood alcohol concentration of.118.
