On June 21, 2025, at about 10:10 A.M., Minneapolis Police responded to a residence on Elliot Avenue South in Minneapolis, Hennepin County, on a report that a vehicle was stolen overnight. The reporting party, Victim herein, stated that her 2017 blue Chevy Volt had been stolen from her detached garage overnight, along with several of her credit cards and her backpack, which were in the vehicle. She discovered the theft that morning because she received an alert that her credit card was used at McDonald's that morning.
She had not given the card to anyone to use and did not consent to this purchase. There was another attempted use of Victim's stolen credit card that night at the Quality Tobacco on East Lake Street, which had good-quality surveillance video that showed the suspect wearing Victim's stolen backpack while attempting the transaction. The suspect was identified as JESSICA LYNN WILLIAMS [DOB REDACTED], Defendant herein, as she was known through previous contacts with law enforcement. Victim contacted OnStar to track the vehicle's location, which eventually led to its recovery that same day in an alley behind a residence on the 2600 block of Emerson Avenue S. When the vehicle was recovered, it contained a torch lighter and a McDonald's cup that did not belong to Victim.
A fingerprint on the cup was found to match Defendant's. Defendant was also recently arrested in a separate case in which a stolen vehicle was found in the same location as Victim's vehicle was found, and Victim recognized Defendant as having been in the alley behind Victim's house the day before Victim's car was stolen. Defendant currently has several active warrants and appears to have an extensive failure-to-appear history, which suggests there is a substantial likelihood that Defendant will not respond to a summons.
Therefore, the State respectfully requests this Complaint be issued as a warrant.
