On January 19, 2026, at 21:08, Shakopee Police Officer were on patrol near the Holiday Gas Station, [ADDRESS REDACTED]., Shakopee, Scott County, Minnesota, when the officer saw a 2015 white Chrysler 300, Minnesota No. SRV070, leaving the parking lot without a front plate. The vehicle also had very dark tint on all windows. When the vehicle was turning onto Highway 169 from County Road 83, the officer saw the vehicle cross over the clearly marked crosswalk lane line. The officer stopped the vehicle.
The driver was identified as Abdirahman Dayib Bayle, [DOB REDACTED], hereinafter the Defendant. While speaking with the Defendant, the officer smelled the moderate odor of burnt marijuana coming from the vehicle, and a strong scent of cologne and air fresheners. The Defendant handed the officer a vape pen and stated a friend had been smoking THC from the vape pen and that was the source of the smell. The Defendant stated it wasn't his and that he wasn't high and that he hadn't been smoking. The officer asked the Defendant to exit the vehicle.
The Defendant then asked the office to print out the statute that allowed a search. The officer stated he would, once he was out of the vehicle. The Defendant said, "f*** that" and placed his vehicle into drive. The officer told the Defendant to stop, and the Defendant accelerated at a high rate of speed onto Highway 169. The officer was close to the driver side window at this time and had to take several steps back rapidly to avoid being struck by the rear tires of the vehicle as he had to turn the wheel sharply to the left to drive back onto the roadway.
The officer put out an alert for the vehicle and had the Savage Police check the Defendant's address. A short time later while patrolling near Walmart, the officer saw a white sedan, which appeared to be a Chrysler, parked at the Home Depot ([ADDRESS REDACTED] 18) facing northbound near a snowbank. The vehicle lights were on, and exhaust was coming from the vehicle. Officers activated their squads' emergency lights and boxed in the Defendant's vehicle. The officer recognized the Defendant was in the driver's seat.
The officer had the Defendant exit the vehicle. The Defendant was arrested. The Defendant spontaneously uttered that he had fled because he was scared. Officer searched the vehicle and found: In the glove box a box of.45 ammunition and a Glock magazine. The Defendant was taken to the Scott County Jail. PLEASE TAKE NOTICE: Pursuant to Minn.
