On June 13, 2026 at approximately 11:46 A.M., Faribault Police Officers were dispatched to 2312 2nd Ave NW, Faribault, Rice County, Minnesota, for a domestic assault call. Dispatch advised the 911 caller reported her mother, Adult Female Victim, was being beat up by her boyfriend, JOHN BLAZE FRANK, [DOB redacted], the defendant herein. The 911 caller reported she heard Adult Female Victim saying "stop, stop, stop" and screaming. Dispatch advised they received an additional phone call regarding the domestic assault.
Upon arriving at the residence, a male witness met Officer Noor in the driveway. The male reported he had stopped his vehicle and pulled over because he observed a male, later identified as the defendant, choking a female, later identified as Adult Female Victim. As Officer Noor approached the residence, Adult Female Victim said nothing happened. Officer Noor observed red marks around Adult Female Victim's neck. Officer Noor called out for the defendant to come out of the house. Adult Female Victim repeatedly asked Officer Noor to not go into her house.
The defendant heard Officer Noor's commands and told Officer Noor to "hold on." Eventually, the defendant exited the house, was handcuffed and taken into custody. Officer Noor spoke to the three male witnesses who had been driving by the residence and observed the assault. The witnesses stated they were passing southbound on 2nd Avenue when they saw two individuals arguing. The witnesses said they then observed the female on the ground with the male on top of her. One witness said he observed the male attempting to pull the female into the residence.
Another witness said he observed the male also trying to hold the female down with his hands. Adult Female Victim said she was outside in the backyard and the defendant wanted her inside the house. Adult Female Victim said she did not want to go inside. An argument began. Adult Female Victim denied the defendant was on top of her but she did report the defendant tried to pick her up. Adult Female Victim refused to allow officers to take photos of her neck. Officer Noor spoke with the initial 911 caller, Juvenile Witness who reported she was on the phone with Adult Female Victim and heard Adult Female Victim say "stop, stop" and she began yelling.
Juvenile Witness said she immediately called 911 because this was a code for help with Adult Female Victim. Juvenile Witness said when Adult Female Victim calls her it is a way to ask for help. As the defendant was being taken to the squad car, he began to yell at Adult Female Victim. Once the defendant was at the squad car, which was across the street from the residence, the defendant continued to yell at Adult Female Victim. The defendant, while he was being searched, continued to try to place his body in a way so that he could observe Adult Female Victim while she was talking to Officer Noor.
