The Complainant having reviewed the applicable reports believes the following facts to be true: On or about August 31, 2025, at approximately 10:13 P.M., officers with the Saint Paul Police Department were dispatched to the intersection of Maryland Avenue E and McKnight Street N in the City of Saint Paul, Ramsey County on report of an auto accident. Officers arrived on scene and located an unoccupied vehicle (Toyota Rav4 MN Plate LYR202) with front damage in the ditch southeast of the intersection.
A bystander informed the officers that the driver was picked up by another vehicle (White RAM MN plate SPM619), and officers found this vehicle near Nokomis Ave and McKnight Street. Officers approached the white RAM and observed two occupants, a driver identified as Jaheem Hobbs and a passenger identified as Daniel Thomas Brockway ([DOB REDACTED], MN DL# A291044565312), Defendant herein, was later confirmed to be the driver of the Toyota RAV4 involved in the accident. Officers observed minor scratches and cuts that were still bleeding on Defendant’s forearm and hands.
He had unsteady balance, slow movements, slurred speech, and admitted to drinking. When officers inquired what happened, Defendant stated he was on his way to gas station when the vehicle lost control and drove in the ditch. Defendant agreed to perform standardized field sobriety tests, on which he did poorly, and failed a preliminary breath test. He was placed under arrest and transported to Ramsey County jail for testing. A breath test advisory was read, and Defendant contacted an attorney and spoke to them.
He then agreed to provide a breath test sample at 2315 hours. The breath test registered a.12 alcohol content, taken at 11:26 P.M. Defendant has a prior DWI conviction from April 2018.
