On July 10, 2025, officers responded to [ADDRESS REDACTED] in Minneapolis, Hennepin County, Minnesota for a domestic assault. Officers arrived and met with the adult female victim, [NAME REDACTED], at the intersection of Queen Avenue North and Golden Valley Road. D. R. Was standing next to a vehicle. D. R. Had scratch marks on her upper chest and neck. D. R. Explained that the day prior she had allowed her ex-boyfriend/the child’s father, TERRENCE JAMAR NEELEY [DOB REDACTED], Defendant herein, to borrow her car for a job he was doing.
D. R. Stated she arrived at Defendant’s residence to pick up the car that morning, however, Defendant was refusing to come out and give the keys back. D. R. Reported that eventually, Defendant came outside and met her outside her vehicle. D. R. Continued to refuse to return the keys and an argument ensued. During the argument, Defendant slapped D. R. One time in the face and then put his hands around her neck and strangled her for approximately 45 seconds. D. R. Reported she felt lightheaded while this occurred.
D. R. Then ran away on foot. Defendant has domestic violence-related prior convictions that enhance this offense to a felony, including: - MSD Domestic Assault (19AV-CR-20-3068) - convicted 12/7/2020 - GMD Interfere with 911 call (••-CR-••-••••) - convicted 11/15/2018 Defendant is not in custody.
