On March 3, 2026, an officer from the Coon Rapids Police Department was dispatched to Cub Foods, located at [ADDRESS REDACTED] NW, [APT REDACTED], city of Coon Rapids, county of Anoka, Minnesota, regarding a shoplifting in progress. Upon arrival, officers met with the manager on duty, C. B. Y., Victim herein, who reported that he was standing near the registers when he heard a commotion near register #5. Victim went to the register to investigate and observed a male, later identified as Jared Otha Washington [DOB REDACTED], Defendant herein, attempting to leave the store without paying for the merchandise in his cart.
Victim offered to ring up Defendant's merchandise, but Defendant began walking around. Defendant then turned around and began yelling loudly at Victim. As the two continued to discuss the situation, Defendant began walking towards Victim while yelling loudly that he was going to beat Victim's ass. Defendant began walking towards his cart and pushing it, before turning back to Victim and making a similar threat while closing the distance between them. Victim reported that due to store policy and the fact that Victim [NAME REDACTED] would by physically assaulted if he pursued the issue further, Victim opted to disengage and walk away.
Defendant then exited the store with his cart of unpaid merchandise. Victim estimated that the unpaid merchandise was valued at around $400. The State requests a body only complaint warrant in this matter and requests that the Defendant be held in custody until appropriate bail and conditions of release, to include no contact orders, be set pursuant to Minn. R. Crim. Pro 6.02, Subd. 1.
