On April 2, 2026, at approximately 1554 hours, Cottage Grove Police Department Officer Rinzel was dispatched to a residence in Cottage Grove, Washington County, Minnesota, for a report of a domestic incident. When Officer Rinzel arrived on the scene, he made contact with the complainant, hereinafter referred to as "Victim" (an adult female fully identified in police reports). Victim [NAME REDACTED] was awoken that morning by her boyfriend, JOSE RODOLFO OROZCO [DOB REDACTED], who was upset with her because she had smoked his marijuana.
Orozco began yelling at Victim [NAME REDACTED], and during the argument, he pushed her in the face with his hand and told her to leave "[his] house." Victim [NAME REDACTED] on a bench near the front door and began to put on her shoes, when Orozco pushed her again toward the wall. Victim then ran out of the residence and ran to the home of one of Orozco's sisters, which was nearby. Orozco came after her and had her get into his truck and took her back to their home. Victim [NAME REDACTED] inside with Orozco.
Orozco then left in his truck. Victim told Officer Rinzel that she was scared for her safety and her children's safety when this happened. Officer Rinzel observed that her voice was quivering when she was explaining to him what happened. She said that she moved a full size kitchen refrigerator in front of the front door so he could not get back inside. Victim and Orozco's sister, who was also on the scene, said that Orozco smokes marijuana and recently began using methamphetamine and they were trying to get him into treatment.
While Officer Rinzel was speaking to them, Orozco was calling both of their phones repeatedly. Orozco's sister answered the phone at one point and told Orozco to come back to the residence. Officer Rinzel heard Orozco say that he was concerned he was going to be arrested and was upset that someone had called the police. Officer Rinzel was able to determine what vehicle Orozco was driving, and at approximately 1708 hours, Officer Gunderson observed Orozco driving east on 100th Street. Officer Gunderson and Officer Rinzel initiated a traffic stop on the vehicle.
Officer Rinzel observed that Orozco was slow to stop his vehicle when the traffic stop was initiated. When asked what had happened earlier in the day, Orozco said that he and Victim [NAME REDACTED] into a verbal argument but nothing physical happened. He said he left for work after the argument occurred. When speaking to him, Officer Rinzel observed that Orozco's eyes were glossy and bloodshot. Orozco said that he had smoked marijuana the night before, and he had been using methamphetamine lately, claiming the last time he used was about a month prior.
Officer Rinzel put Orozco through a number of field sobriety tests, on which he performed poorly. Indicia of intoxication that Officer Rinzel observed were eyelid tremors in both eyes and a lack of smooth pursuit in the eyes, as well as not counting accurately in several tests and repeating tests. It appeared to Officer Rinzel that Orozco was under the influence of a controlled substance. The preliminary breath test that was administered showed 0.00 blood alcohol level. Orozco was placed under arrest for driving while intoxicated and domestic assault.
