The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On July 11, 2025, at about 1:15pm, St. Paul Police on patrol near CHS Field in downtown St. Paul were flagged down by a woman who said that an altercation was occurring at the parking lot of the farmer’s market, with one person apparently armed with a sharp object. Officers pulled around to the intersection of Fifth and Wall Sts., St. Paul, Ramsey County. They were directed by bystanders to a man readying to leave in a ride-share vehicle.
He was identified as the defendant, JEFFREY PAUL DEAN ([DOB REDACTED]). He was found to be carrying a multi-tool with a sharp edge. A second man was standing by a truck, with blood coming from his elbow. He was identified as DRZ ([DOB REDACTED]). The woman who had first flagged officers down said that she saw the defendant and DRZ argue at the pay station for the lot, during which the defendant pulled out the multi-tool. She said that she could tell that the situation was escalating and ran to alert officers.
She said that when she returned, she saw the defendant scratch DRZ’s truck with the multi-tool. She said that the defendant also shoved DRZ during the incident. Officers observed and photographed the scratch to the truck which was at least 18 inches long. DRZ told officers that as he pulled into a parking space with his truck, the defendant was sitting on – and did not move from – a parking pillar, causing him to have to park at an angle. He said that defendant followed him to the pay station and eventually referenced giving him “another stripe.” He said that he did not know what the defendant meant until the bystander told him of the scrape to his truck.
He said the defendant pushed him down during the incident as well. A farmer’s market employee told officers that the defendant and DRZ were arguing at the pay station for the lot, during which the defendant was holding the multi-tool. He said that when he attempted to deescalate the situation, the defendant slapped his cell phone from his hand. The defendant declined to make a statement. His multi-tool was recovered. Surveillance video was recovered. It shows the men arguing after DRZ pulls into the parking spot.
The defendant pulls out the multi-tool then walks alongside DRZ’s truck, apparently scraping the multi-tool against it in the process. The two men argue further. The defendant eventually walks past DRZ, who attempts to kick him. The defendant blocks the kick and responds by pushing DRZ, who falls to the ground. The estimated cost to repair the damage to the truck was more than $1,900.
