On 3/18/26 at about 1250 hours, Roseville JCPenney Asset Protection personnel saw a male subject with a backpack, later identified as Justin Jamal WILLIAMS ([DOB REDACTED]), select merchandise valued at $122.49, conceal the merchandise in a tote bag, and exit the store into the mall (1595 Highway 36 W. Ramsey County) without paying for the merchandise. The personnel reported the theft to Roseville Police. At about 1345 hours, Roseville mall security personnel contacted Roseville Police regarding a suspicious male, later identified as WILLIAMS, who was in the mall.
They reported that WILLIAMS had previously been trespassed from the mall for theft. Police responded, located WILLIAMS, and saw that he was carrying a JC Penney shopping bag and wearing pants that still had an anti-theft security sensor affixed to them. Police spoke to JC Penney Asset Protection personnel who, using CCTV footage, confirmed that WILLIAMS was the same suspect they reported to Roseville police at or about 1250 hours. Police made contact with WILLIAMS at the Rosedale Transit Center and positively identified him.
WILLIAMS had at least six active theft related warrants and had been trespassed from the Rosedale Center on October 30th 2025. During a custodial search, police recovered multiple pieces of cut aluminum foil inside Williams pockets, which are commonly used by shoplifters to defeat anti-theft security sensors on merchandise. In the shopping bag WILLIAMS was carrying, police found the JC Penney merchandise that WILLIAMS had stolen at or about 1250 hours. The backpack WILLIAMS was carrying had an anti-theft security sensor attached and the sensor was still wrapped in aluminum foil.
Inside the backpack, police found a roll of aluminum foil and a North Face jacket which was also equipped with an anti-theft security sensor that was wrapped in aluminum foil. WILLIAMS claimed he had ingested fentanyl, was transported to HCMC, and was subsequently booked on warrants at the Hennepin County Adult Detention Center. WILLIAMS has prior theft related felony convictions. For purposes of Rule 6.
